It's a reference to the fact that Kahlua/Tequila Marjoram is voiced by Aya Hirano, who is the Seiyuu of Konata (there was a reference in Lucky Star to the fact she also voiced Lumiere in Kiddy Grade).
And of course, the title 'Lucky Star' is a reference to a certain Emblem Frame...!
